Forestry Training and Human Resources Development

The subject of forestry & wildlife deals with formulation of overall forest policy, enactment of laws and rules and issues governing conservation and management of forests and wildlife. Capacity building of the forestry personnel and arranging induction professional training courses is an essential part of the mandate of the Forest Department.

Keeping in view the changing scenario in forestry, the responsibilities of the foresters are expected to have much broader technological and socio-economic implications than handled by the foresters in the past. The shift from the maximisation of Government revenue from the forests to the management of forest resources for providing various goods and services to the society, consistent with environmental conservation, demand radical changes in the duties and responsibilities of the forester. The management of the forests for providing various goods and services to the society as opposed to their management mainly for timber production has resulted in growing public interest in forest resources and in the need for more information about these resources and also in greater degree of peoples' participation in decision-making and management.

It should also be appreciated that foresters in future will be operating under rapidly changing conditions, such as changing objectives of forest management, changing technologies and changing administrative structures. They must, therefore, be equipped to cope effectively with change. The forestry education and training should be so designed as to equip foresters to adapt to changing circumstances and problems.

Jharkhand Forest Department presently has three training institutions – in Ranchi, Hazaribagh and Chaibasa for providing in-service training and refresher course for forest personnel. In-service training programmes, generally consisting of six months duration are conducted on various subjects like Silviculture, Mensuration and Surveying, Afforestation and Social Forestry, Forest Laws, Natural Resource & Management, etc.

For specialized subjects experts from such fields are also engaged as guest lecturers. Special lectures on specialized fields are also arranged periodically to the trainees to have exposure on modern trends in Forestry.

Computer training courses like Computer fundamentals and Office Automation etc. are organized for the staff to provide exposure on computer handling and operations in day-to-day functioning of the office.

Forest department is one of the oldest departments in the State. Over the years it has made significant contribution in conservation and development of forests through its skilled human resources. This is being further enhanced through appropriate training and skill development measures.
